I can assure they all exist and swtor are answering calls on them (i checked), as to the English lines you need to call during the listed hours they are open

if your outside france then the french number is +33 4 81 68 10 51 , otherwise inside France is 04 81 68 10 51

French number directly says that it doesn't exist anymore.

I tested English and American number several days at different hours, but it never works.
