Race unlock not worked

I just purchased the artifact authorization thing for one of my characters, but the game took my coins and didn't send me the item.

It also displayed the error code 16.

What do I do?

I purchased the Togruta species unlock this evening in the cartel market. I checked my ledger on the SWTOR website and 600 coins were deducted from my account. I cannot find the Togruta item anywhere. It is not in my item stash or inventory or the unclaimed items in the market window. The selection in the cartel market still shows the Togruta as being purchasable. 

I am a non sub account. Preferred status.

Just to confirm with you when the unlock is purchased it needs to be claimed from the cartel market , the unlock then gets transferred to that characters inventory to be used to apply the unlock.

I bought a pack from the cartel market but it didn't ask for a confirmation and it doesn't come up in my unclaimed items. Is there anything i can do since I can't make a support ticket?

I have merged your post here to keep similar issues together , as mentioned in the marked solution initially send an email as mentioned.

Having a similar issue back in 2013 i bought these V but when i got to make a new character those races are locked and tells me only a subscriber can use twi'lek or sith pureblood but i bought them with Cartel coins i would like to know how to fix this since i can make a ticket without being a subscriber either its really annoying.

Offhand these would only be valid for 1 legacy on 1 server have you checked all servers on the ability to create them ?

only Cathar and Togruta unlock for all servers

Well considering my default server was ebonhawk which is now gone an merged into star forge I assume my legacy would follow with me. And togrura and cathar are also locked to me i can only use these two on some classes, and when i played back in 2017-18 i had all this unlocked then its only been since then that i can no longer make any race any class.. is there a way i can fix this since i cant submit an ingame ticket without subscribing and i live out side of the US or UK an it would be an international call to the support line something i rather not have to pay for at $2 a minute
