Resolution keeps going crazy

Coming back after a long time. and what the absolute hell happened to the resolution??
No other game of mine does this.
I log into TOR through Steam, same I have for years, and even though it stays full screen, everything is miniscule.  Full screen, but I everything is so small that I can't even read it.

Manage to find my way into the settings to reduce the resolution, and now everything is blown out of my monitor.  I can barely see my characters face on the log in.

Revert and alt-tab out, but now not only is everything still ant-sized, but my screen is the size of a fkin post card.  The icons and font are the same size as previously, but now my display is 500% smaller.

google hasnt been much help. Repairing files didnt help. A fresh re-install didnt help.

At what point do I ask for a refund?
