Voice Desync

Hello,

Some time around the first week of April of this this year I began to experience character voices being desynchronized from their animations during in-game cutscene conversations. I searched online for a fix and found this forum post from 8 years ago on the SWTOR forum page that I thought sounded like the issue I was having --> https://forums.swtor.com/topic/780950-audio-out-of-synclip-sync-messed-up/. Unfortunately, deleting the DiskCacheArena file as suggested there made no difference. I then thought "OK maybe a game setting or Windows 11 update messed things up" so I rolled back my PC to a recovery point prior to the voice desync issue. This had no effect. I then took more drastic troubleshooting steps and contacted Microsoft tech support and they found no issues with my audio (including updating drivers). I even reinstalled Windows 11 and ran a comprehensive hardware check in BIOS to try to (almost) rule out my PC or audio devices being the issue. These troubleshooting steps had no effect on the voice desync. 

I of course also completed other minor troubleshooting tests such as uninstalling/installing SWTOR and then playing the game through Steam with no luck. The SWTOR launcher and Steam diagnostics have revealed no errors with the game's files. I scanned my entire hard drive for software errors and found none. I even tried to deactivate anti-virus firewalls for SWTOR and saw no change. My PC specs are as follows: 

Processor: Intel(R) Core(TM) i5-8400 CPU @ 2.80GHz 2.81 GHz
RAM: 32 GB
GPU: NVIDIA GeForce GTX 1660 SUPER

I do not have issues with heating or my CPU/GPU being heavily taxed by this game. I am unable to recreate this voice desync problem on other applications or other devices. My gut is telling me that this voice desync issue with seemingly no other problematic symptoms has a long history with this game as I found a twitter post from 2020 written by someone that seems to have had this issue as well --> https://twitter.com/swtorista/status/1245134535550853120. I love this game and its characters as it is my primary Star Wars outlet that also allows me to interact with the Star Wars community at large, but this seemingly small voice desync bug is killing my enjoyment of the game because it is so distracting and I can't quite believe how elusive a solution has been. 

For the sake of completeness, prior to experiencing this bug I was messing around with some optimization settings outlined in this Steam guide (https://steamcommunity.com/sharedfiles/filedetails/?id=2301408368), but as I said at the top I reverted all these changes and then also completed a system restore and now even a full OS reinstall so I doubt if these changes were connected but I am posting the link here in case it helps someone diagnose my issue. No other possible graphic settings combinations (including messing around with Vsync) made any impact on the voice desync. If you don't care to click on the Steam link (it requires a lot of scrolling) the changes I made and rolled back were as follows:

1. Run SWTOR as Administrator and Disable Fullscreen Optimizations

2. Turn off Game Mode in Windows

3. Toggled on/off Hardware Accelerated GPU-Scheduling

4. Enabled High Performance mode in Windows

5. Install DirectX9c

6. Enabled Low Latency mode in NIVDIA

7. Set “Power management mode” to “Prefer maximum performance" in NVIDIA

8. Set “Shader Cache” to “On" in NVIDIA

9. Set “Threaded optimization” to “Off" in NVIDIA

10. Enabled/Disabled all the VSync options in NVIDIA. 

Thank you kindly to anyone that has any ideas/suggestions on how to fix this voice desync issue or simply post that you have encountered this issue before in case it is something caused by something Microsoft or Bioware have done behind the scenes.
