Why do my characters get 2 "Uncertainty" bets at the very beginning of the 2nd wave before the first turn of every Territorial Battle? At the same time, there is not a single bet on the enemy clowns before the first turn?

I'm going to guess is that you suffered 2 "Uncertainty" bets in the 1st wave, as they carry over to the next wave.

I never noticed that they clear in the 2nd wave, though I try very hard to not have them going into the second wave. You might be right.
They don’t clear - Kleo is not right.
The only way the 2nd wave starts with no stacks of No Confidence is if you clear the first wave so fast that you don’t get any stacks applied. If any are applied in wave 1, they will still be there in wave 2.
