2nd "Uncertainty" bet at the beginning of the 2nd wave on Coruscant

Why do my characters get 2 "Uncertainty" bets at the very beginning of the 2nd wave before the first turn of every Territorial Battle? At the same time, there is not a single bet on the enemy clowns ...

Can we have more details? Which characters are you using? 

A screenshot would also be useful. I’ve no idea what an “uncertainty bet” is.
