Ackbar's Tactical Genius ability... is it really giving extra defense pentration?

It gives 100% turn meter to a random ally, which is an "eh" advantage. But supposedly it also gives them 40% extra defense penetration (at Level 7) which would make the ability MUCH more viable. However, despite using Ackbar for a while the effect hasn't been noticeable enough for me to be sure it's working, especially since there isn't any clear buff sign (like for Advantage, etc) that is shown after the use of this ability.

I'm wondering if people just haven't noticed this potential bug since so few use a Rebel deck. @EA_Jesse if you could chime in I'd really appreciate it!

    Want to keep this bumped up so that it can be seen by those in charge as a potential bug to be fixed! (Mods, if bumping is an issue on this board please let me know, I've seen it elsewhere so I'm assuming it is ok.)

    Akbar is awesome dooku sucks balls...why you ask well in the movies Dooku dies and well Akbar is in Force Awakens...Akbar also helped destroy the Empire while Dooku was a tiny little brick in what would be known later as the empire

    There is no buff icon to indicate he received any increase to defense penetration (whatever defense penetration even means). Kit also still hit in the normal wet noodle damage range he always has.
