Because your RC is the "weak zombie" of fleets. If XB goes before RC, that increases the odds of winning. We've been telling CG that for months now and they haven't done anything about it. Players are purposely keeping their BAM lower level or with lesser mods than Cad Bane to get XB to go first and RC goes after. Those of us who have BAM at R8 either have to put rubbish mods on him or take Cad Bane to R9, which I'm not doing.

They don't want "weak zombie" characters, except with ships or something.
