Obscure? He's referenced by name in ESB! Twice! And he appears in RotJ, too.
Admiral Piett should have a unique: Battlefield Promotion. When another Empire character dies, he gains taunt and evasion down for 2 turns. "You are in command now... Admiral Piett."
