The problem with the likes of Rey, Holdo, Rose etc is that the writers/Disney were so eager to make strong females they completely forgot to make them interesting/relatable by giving them flaws/obstacles to overcome and result in character growth.
Put males in place of Rose, Holdo, Rey and the characters are still one dimensional and unrelatable. For all the talk of diversity ON SCREEN, nobody seems to mention that these one dimensional strong women were written by 4 middle aged white men. There are fantastic female screenwriters out there and weren't utilised.
As for Holdo and her kit, I imagine her lack of speed makes her a better suit for zfinn and the expose train than JTR.
She's a complimentary piece that gives Resistance different team compositions but that's about it.
