Are there rules to getting the mini hyper drive bundle?

I know they mentioned this in the announcements / data mining.  I started a new account with the update and am at level 46 (taking my time).  I got the rebel calendar at around 40 or 41 but haven't seen this mini hyper drive bundle that was talked about.  Is there a level requirement?  Task I need to complete?  I am FTPish (Maul and Savage promo codes used) on this account so haven't purchased the normal hyper drive or anything else.
