No it isn't. A set of 4 speed mods will only increase her speed +10. Even with an additional holy grail +30 speed arrow mod that's still only 138 total speed. Still quite paltry compared with her canonical character ... especially considering that other characters with already-better speed can also be given speed modifications ...
