Palpatine has been meta since February, you've had 6 months to build that team, and that's assuming you are completely new player and didn't already have Palpa and Vader unlocked...
Im in a Nov 2016 shard and have all the necessary toons/teams. I have also beat every team in the top 20 at one point or another. Problem is getting mobbed once you hit a certain rank. It's pretty brazen in my shard. A great example...In a sea of meta teams, one guy in my shard does his 2 days of payouts at #1 running Wiggs, CLS, Old Been, and Leia.
