Bombad General tier 4
My Gungans are modded up very well with a lot of speed. I can get a few turns off but when Maul does his AOE, 9 times out of 10 it kills jar jar and the attempt is over. Is this a bug or am I doing something wrong?

No, just bad RNG. Keep trying
PSA THERE IS A GLITCH!! If maul keeps insta killing jar jar, change the game speed to 1x and that will help.
