Is your Echo 7 stars?
The TB requirements were written before the gear economy update that allowed us to take characters to relic levels before they were 7*, so that’s likely why the upgrade you gave him didn’t make him eligible.
As for the Summon thing, I’ve fallen foul of taking in a Scoundrel before. I don’t recall the summon ever appearing even after the scoundrel was defeated. Probably a case of WAI but not working as explicitly written.
Edit: and, for info, if you do run Quadme in that planet and are able to summon the handmaiden, be advised that the handmaiden will take turns…

No, he isn't - even odder, when I click Eligible Units, despite being now shown as R5, he still isn't viable. I'm fairly certain ROTE doesn't say anything about star requirements, so either this is more hidden information or it just hasn't updated since it's the same phase (which I suspect is part of the issue here in the first place).
The same phase thing is not the issue - me and many others have upgraded characters to r8 or r9 to fill platoons during a phase when a guildmate has either accidentally used a character or is unable to login to the game. Any time I’ve done that, the updated relic level is immediately visible in TB.
The issue is when the event was released, a character being r5 meant they were also 7 stars, so it was never openly stated in game that they had to be 7 stars. You’ve probably spotted that ships have to be 7 stars, so the same applies to characters.
Probably something CG should address now that being r5 does not require the character to be 7 stars, but it’s not a bug.
