Contraband Cargo reward structure does not make sense

Has CG ever explained the reward structure logic for Contraband Cargo's top two tiers? Why are ship shards excluded from the top tier, specifically? As discussed in other threads it makes the penult...

In my eyes every tier up should add
rewards. I was reading all the arguments carefully and still think it makes no sense to take away the ship shards in the highest tier. It should be like here:
