Punishing people (whatever it is for this raid) even though it only lasted a week, while allowing the alt guild hopping and other rancor raid exploits to last so long which definitely benefited players way more to go unpunished doesn't seem to fair.
What happened with this raid was much different than rancor. Heroic roster refreshes weren't a thing neither was raid rewards beyond 50. It seems like you skipped right over those two elements.
