Ebb and flow zeta

Just a quick one about the description for ability as mentioned above. In the long description for the zeta level it says about when a fractured enemy is present then they and thrawn lose tm. However this is already in the description of the ability before the zeta. The figures don't change at all so was wondering which part of it is correct?
