Emperor's Demise, Rebel Requirements, and 'Old Ben' vs 'Stormtrooper Han'

So I was looking forward to checking out this event. Bummer, the requirement for 'rebel' characters is 5 and I have only 4... out of nearly 40 characters I have. Okay, disappointed. Then I get look...

The issue isn't that he can't be both (luke is both), the issue is that he isn't affiliated with the Rebel Alliance.
