That's not the issue.
The issue referred to is a bug: if Han fails to taunt due to a debuff, be it Shock or Buff Block (Immunity, too used to Buff Block) he should not gain the secondary effect of the taunt, which would go away if the taunt was dispelled, but is still applied if the taunt isn't.
