The real strength of exposes under JTR is the TM gain you get from them, and the fact that the exposes from critical hits are irresistible. which is why JTR is is such a good leader in a raid where all bosses' tenacity is out of control. The expose damage goes down in number, but stays the same for how much %heath you're doing to the boss. The regular damage you do, however, has gone up percentage-wise. Overall you should be doing more % damage to the boss than you were previously.
Deathtrooper (and Sion) have always had higher damage (esp, Sion, it used to be 70k bonus damage in T6 if the boss had Pain). But since they're the only heroes that can apply those debuffs, it seems balanced to me.
