I thinks its WAI unfortunately, L3 could be DS or LS but the LVL6 option will tell you which ones are available from being an Lvl 6 option so if you say have tank at lvl6 you can roll st han or gamorrean guard. I personally feel the path should start at level 3 and your lvl 9 depends on both lvl 3 and 6.
However, i feel that this is an attempt for people to spend resources on extra rerolls. I have no evidence of it but I dont think its right.
