GAC - Why promotion/relegation mid-round?

They stealthily changed GAC so you can get promoted/relegated a division in the MIDDLE of your round of 3 matches. I can't seem to make sense of it, because you really can't be judged until you finish all 3 matches due to luck of matchmaking within your group of 8. Here is an example to illustrate.

Three players finish the round of 3 with 1 win and 2 losses. Let's call them #5, #6, and #7.

#5 lost Rd 1 to #3, lost Rd 2 to #2, won Rd 3 over #8
#6 lost Rd 1 to #4, won Rd 2 over #8, lost Rd 3 to #2
#7 won Rd 1 over #8, lost Rd 2 to #4, lost Rd 3 to #3

So they all only beat the #8 player, and they all lost 2 to 2-1 players. Pretty much an equivalent performance (ignoring banners earned since that isn't part of the skill rating anyway).

The problem is, player #5 can be relegated after 2 losses and then promoted after their win, while the other 2 players remain in their division the whole time. So one player out of 3 equivalent performances gets penalized for 2 days thanks to luck of the draw in matchmaking.

The same scenario can happen in reverse for the 2-1 players. I'm really confused as to why this decision was pushed forward as it seems to be unfair in both directions - people getting less rewards than their overall performance should receive (after 3 matches are taken into account), and people getting more than they deserve after winning 2 matches in a row.
