If they play and win, then they won't stay in Carbonite. If they want to stay there they have to lose half their matches.
However, it doesn't change the fact that it's not fun for the opponent (in this case, you), because you don't play, you just wait to see if the other guy feels like winning.
I think you might have misunderstood the whole point why these high GP accounts drop to Carbonite. They are purposively giving up on daily income in order to maximise on wins. So they absolutely play while they are in Carbonite, but they stop again, when they reach Bronzium. I know that the math is not working out for them, but they don't see it that way. They enjoy a secure high number of wins much more than a higher daily income. They don't do the math, they simply see the rewards from going 3:0, that is what they care about only. You know about the phrase about being either the biggest fish in small pond vs being a small fish in the ocean. Naturally the second is better, but it doesn't feel that way.
I know this is stupid, but these players exist and not in small numbers. Therefore players over and over suggest to take the GP into account for matchmaking. It is the only way to really solve the issue for all leagues below Kyber. Kyber can happily have its own algorithm to prevent the whales to be only and exclusively paired among themselves, but the sandbagging in all lower leagues must be addressed
