3.2m GP is division 3 out of 11. Technically lower than division 1 but not exactly low. It's also plenty of GP to support 2 arena grade fleets, even if many players don't seem to care enough to do so.
At around half that GP and lower, things get rather more difficult if you are invested in fleets.
