How does the game decide who goes first when two toons are BOTH granted 100% turn meter?

definitely random and not speed. against rancor I once used teebo's move that gives all ewoks 100% TM. rancor was close to 100 but not entirely. After one ewok damaged rancor, rancor got to 100 because of the damage and actually went before the other ewoks

It's not a coin flip according to devs.

Each character has its own speed pacing and internally it's represented with large numbers, not a 1-100 range integer like the percent representation leads you to believe.

So even though two chars are on 100%, the chances of both being the exact same value internally is (according to devs) close to zero. If a character naturally gains more than enough to get a turn, the excess bleeds into his next turn. But if he gets a TM buff, the excess beyond 100% is lost.

I know how speed works. The chances of two toons of different speeds tying for action at the same time is low, but not impossible. A 100 speed toon and a 200 speed toon will tie on the 200 speed toons second turn. Toons tie for action a lot when turn meter skills are used.

The extra turn meter from skills does not bleed over into the next turn, nor does extra natural speed. This is the way it used to work and resulted in toons grouping into tiers. When a toon gets to 100% turn meter, he gets a turn, there is no going over from natural speed.

Ok, explain the pics I posted above.

JE at 269 speed fills both my HK(150) and 86s(149) turn meters at the same time. If it was based on speed value, my HK would always go first. The pictures above prove that 86 can go before HK. This is not possible the way you say speed works. RNG decides in a tie always.

Other droid users will tell you the same thing. It is the reason why we can set our turn order.

If two characters obtain full turn meter unnaturally (recalibrate, Phasma TM, ST Han TM) it is random.

Speed matters only when two characters reach full turn meter naturally.

Here is the only speed related post from devs that we have:

"Speed does not function in "tiers", nor is there such a thing as a speed "tick"--it's actually a continuous rate of fill; all other things being equal, a unit with 144 Speed will always get the first turn before a unit with 143 Speed. A Speed value of X means that a unit gains X% of their Turn Meter per unit time. So, when comparing two very fast units (say, Unit A with 167 Speed and Unit B with 143 Speed), when Unit A reaches 100% Turn Meter, Unit B would be at 85.6% Turn Meter. How this is relevant to Poe is, while he is quite fast, he is still going to go after anyone with higher Speed than him on the first turn--there isn't a Speed "threshold". The only time a coin toss determines turn order is when two units hit 100% Turn Meter at precisely the same time, which mostly happens with two of the exact same unit at the exact same gear."

This was posted on Reddit by INRAJ, I believe. This directly contradicts anyone saying that ties are determined by speed. The dev himself says a coin toss determines turn order when two toons fill at the same time, which happens with two units at same speed, or when a skill is used to fill turn meter.

Gotta remember that this was posted long before mods. The only way for two toons to have same speed before was to be at same gear lvl. Now there are mods that change speed, allowing for more toons to possibly have the same exact speed.

You are using the old model for speed, which changed along with the Poe nerf patch. That model is no longer correct. Speed works exactly how I described it in my speed guide.

Everything the dev says above contradicts how you say speed works. Don't believe it? Do the math. Try to calculate turn order for two toons very close in speed using your model. You will find that that would clump into speed tiers, just like they used to before speed was changed. We know this doesn't happen anymore.

I already posted pics that prove it, and words from the developers of the game themselves. If you can prove otherwise, let's see it.

This is one of those instances where speed is the determining factor. Anakin is faster than vader. If both get 100% tm at the same time, faster toon goes first.
