How is TW max defensive squad number calculated?
Videos about the beta stated 16 per zone. I could have sworn our last TW was 21 squads per zone. Today it's 13 max. We did drop from 25mil to under 25 mil active participants. Any ideas? Thanks.

As far as I can tell, they take the guild with the lowest number of participants and halve it. So, if you have 50 and they have 48, there will be 24 squads needed per territory. If they have 44 and you have 41, there will be 21. (They seem to round up.)
