How to report a cheater??

When he has 1 maxed team it's possible to aqcuire alot of points, he just has to spend way more ally points in the process.
People are cheat crazy, every player who performs above average is now a potential cheater... Everyone starts reporting and reportin and reporting and wonder why cheaters aren't banned imidiately...
