I think they said, several years ago, that vehicles are "always a year away". Meaning that they get talked about, but always pushed back in favor of something else.
It could certainly bring a breath of fresh air into the game (unlike the current changes), if it was made to truly stand out from the basic character battles. Say, have different sections of the battlefield (front, rear and flanks) and give the vehicles different bonuses based on where they are? Just spitballing some ideas here...
With ships, they pretty much painted themselves into a corner with how the system is designed. The capital ships and pilots make it incredibly rigid and limited, to the point where scrapping the whole thing might be for the best.
