Assaj could fly, so could Savage. All the bounty hunters can fly. RG flies an Interceptor. All the droid ships (technically they're not piloted, but I'm sure they can come up with a viable descriptor). Seems there's still plenty of room before DS runs out of pilots too. Of course, if you're speaking specifically of Empire, then you'd need to give Veers a ship (and he's a general, so no real room there), and RG's ship, and even then you don't have a full Empire fleet. So you'd have to introduce Krennic for the basic 5, and you'd need a further 4 for a full Empire reinforcements. Or they could do what they should have done from the start, and make Tarkin work with any DS ship.
