The easiest thing CG could do is make the matchups based on total GP - not active GP.
You want to join with 35 good luck against your same sized opponent who signed up with 50.
Immediate problem solved. TW still needs a complete overhaul though.

That's just about the worst thing CG could do and it solves nothing. Far too many people make that suggestion as if it's a crime for guild members to have things going on in their life that make them not sign up for TW.

Nonetheless the problem persists: TW-balance became out of hand at least for guilds above 450mill gp. Try to see it from the perspective of the permanent loser. Weaker guilds with 40 to 45 active members often encounter very strong guilds with only 35 members, sometimes in quick succession. In terms of GP, they are on the same level, but their squads are nowhere near as good. From the perspective of the weaker side, this is simply unfair, and when it happens repeatedly, it's easy to suspect that strong guilds are abusing the TW system.

I think I would need to see data on how bad your match ups are or more importantly how often before agreeing there is a problem that needs solving. The occasional wonky match up will happen but whilst I have been in several guilds with activity requirements to TW sign up (resulting in 35-45 participation typically) no one is playing the system. We are more concerned with losing to similar or larger guilds with high activity, which is far more typical in our match ups (approx 580M guild at the moment).
