Is my Dengar broken?

So I just got Dengar to 7* today and tried him out in raid for the first time. He sticks Tenacity down no problem, however after that my resist rate from Teebo, Rex and QGJ goes UP not down as expecte...

That makes no sense though; why would tenacity matter or help to solo a raid if it didn't impact TMR? I can get speed down to stick, defense down to stick; I don't need Dengar to make that happen.... it's the resist resist resist on TMR that hoses me.

EDIT: And the reason TMR gets resisted to begin with **IS* because of tenacity.... these theories make no sense.

you can still solo the raid

teebo lead, ewok elder with a lot of speed, phasma with over 200 speed, dengar with with high potency/crit chance, and rex/qgj with high speed and potency
