Ithano not in weekly shipments but Quiggold is?

What makes fleet hard nodes stupid? A hard node is a hard node, does it matter if it's fleet or yellow energy? Not everything can be a cantina farm. I'd much rather have the last marquee of a set be a cantina farm (like Depa). 

And, indeed, he's on a fleet shard. 

It's two weeks in a row! And in that time he's only dropped into the daily shipments twice. It's getting ridiculous. How are we supposed to farm these toons? I bet he pops up on a stupid fleet shard 😡

For that matter, I guess I'd like clarification on whether or not these two are supposed to be in regular shipments. They are in Chromiums, but never show up in shipments, and my understanding is those things are supposed to happen at the same time. According to the events calendar, Ithano should be farmable soon... so it's weird that he hasn't been in shipments.

Have you perhaps already bought this week's Ithano shipments and forgotten you did it? Another possibility is that the game is just being silly. 

Possibility #2: Sometimes when I look for a G12+ piece, I will navigate to possible locations from the character screen and it will show none but crystal shipments. Then I will manually navigate to the guild shipments, scroll down, and lo and behold, the piece I need will be there. 

Go to the actual weekly shipments and scroll through them. It's possible that Ithano is there and the game just doesn't show it when navigating from the character screen.
