That's kind of a weird interpretation, it doesn't necessarily mean that Leia is a Jedi. Luke says "I will not be the last Jedi", which would be true even if Leia was not one and Rey eventually becomes one. At least before Rise of Skywalker came out it was fairly obvious that Luke says that because Rey will become a Jedi, thus making him "not the last Jedi". It was only in Rise of Skywalker that the fact that Leia trained as a Jedi was established, and even then it appears that she didn't complete her training
