Yes, you need some key characters to have a well-performing raid team. And...? Do you have an actual point, or are you just salty that you can't reuse Luminara and Kit Fisto from the Naboo raid for an easy high score? The raid is solved, the information is freely available in SWGOH Discord communities. If you want to score well with JVs, you need the good JVs.
