Levy GA defense bug

when I go to edit the fleet, it auto forces the strongest ship into to the first reinforcement position, even though it is occupied and I can't remove it from the lineup as it doesn't go into the slot (see Scythe cheerleading.) When it doesn't force a ship there, it moves all the fleet to the right and I can't put a 4th reinforcement in.

Setting a template is fine, and I checked other fleet, only Levy has this issue.
