So we are going to ignore hk47/ig88/ig86 who were part of the best droid/jawa team that rained supreme in top arena spots for an insane amount of time, pretend that Biggs along side Wedge didnt break arena diversity after their rework for over half a year. Zidious, Zavage, ZPhasma, Resistance Pilot, Teebo.... Nah man all training wheels ... good argument.
Droids have been ignored so far... Everyone you mentioned just requires a slapped on Zeta to make them ok to use. Nobody uses Teebo in Arena...
We were discussing general viability of a toon and you tried argumenting that he deserves to be shity due to being easily accessible. All those examples i gave were are just as easily accessible, were and or are top arena chars and perform insanely good in raids. No it's not. It's representative of the people who think player polls are important. Which is to say the dumb people.
Developers--not just CG, but in every single game--don't pay attention to player polls. They questions are poorly worded to influence the voter, the options are biased towards the asker's preferred outcome, the people who respond are very loud but are still only a tiny fragment (players who respond to the poll) of a tiny fragment (players who read the poll) of a tiny fragment (players on the board) of a tiny fragment (all players).
Players always have an agenda. They want the characters they like to be stronger, the characters they don't like to be weaker, they say they want the game to be more challenging but when you read their suggestions it always comes down to, basically, "I want more rewards for less work." They don't know what characters and updates are coming down the pipeline, they don't understand character roles (ie: Most importantly the difference between an early game character like Mace and a late game character like Baze). Very few players genuinely care about balance and user experience.
There are two litmus tests for whether someone genuinely cares or is just pushing their dumb agenda: General Greivous and Phoenix Squad. These characters serve a valuable, if narrow, function in the game that is not intended to be a meta-shattering top of the charts thousand year reign role. The more drastic the change to either that someone asks for, the less they actually understand the game and the more valueless their feedback becomes.- I think Mace's problems could be solved by a zeta or two (again, strong anti-sith synergy), whereas Grievous needs a complete overhaul.

Droids were only top of the food chain for around a month until they made TM removal resistance and nerfed Poe. After that they were always somewhere in the middle of the food chain. Which is why they stayed in the middle for so long, if you have an OP toon, team or strategy you get a counter a month later. This happened to wiggs with shore and baze, to chaze with boba fett, and to double taunt a long time ago with b2. if droids were top tier then jawas would be a more prominent team, and people will have Rex lead instead of the yellow guy for clone teams. If anything CG accidentally created a semi balanced team that stayed balanced for once
