Mod Shipments
I feel as if mod shipments are an insult. Is anyone stupid enough to spend that much credit and crystals on lvl 1 1* mods? 680 crystals for a 3* lvl 1 mod? That's insane.
Tiny rant over.

Stat difference between a 3* and 5* is fairly small. But the amount of energy and crystals you're going to use up on the refreshes to get the exact mod you want is going far exceed whatever price you would've paid outright in the shop.
This is the current RNG you have to go through to get a particular mod with a particular stat.
1) 16 energy for an attempt of less than 50%
2) If you do get one, you have a RNG between 3, 4, and 5* quality (no idea if lower quality has a higher chance or if they're all equal)
3) If you get the quality you want, you now have 1-6 different slots that need to come up in your favor (you might be gunning for slot 2 but have a way higher chance of getting one of the other 5 instead)
4) Once you get the slot you want (you're probably gunning for slot 2 or 6), you now have 11 different main stats you can get on slot 2 and 10 different stats on slot 6.
That's an insane amount of RNG to get what you actually need. There's a long thread where its calculated out and it's something like 0.0006% chance that you'll actually get the exact highest quality mod with the exact stat you want.
Just buy what you actually need and get your guys in working order. +17 speed on a 1* mod is going to serve you way better than +health on a 5* one (unless of course you actually want health).
Except you still end up with a useless mod that needs to be replaced asap. I'll take a 5 dot mod with a less than desirable primary for a larger overall increase in my toons power. +17 speed isnt as impressive when I hit can 30% harder than a fast toon with weak 1 dot mods. At the end of the day we still both need to replace the mod but I the mean time my toon is way better.

Not true at all. There's no single 5* mod primary that will allow your toon to hit 30% harder. And again, I'll point you to the RNG of getting something that will actually benefit your toon more than the Speed or Potency.
If you think having a random stat that doesn't directly lend your toon a benefit is worth more than 100 crystals a 1* mod that provides you with a direct beneficial stat, more power to you. But I'll take me +speed and +potency and get direct benefit out of it for the next several weeks or months while you continue playing the lottery.
I'm not saying 1* mod will be better than a 5* mod. I'm saying a 100 crystal purchase of a 1* mod with a specific stat is worth it as a stop gab before you get something better. In fact, I bet you'll spend more than 100 crystals just trying to get any mod of any stat of 3* or better quality for a particular slot.
Edit - Here's an excellent example. Is 100 crystals worth giving Teebo a 1* +15 Potency mod or a 5* +5.88% health mod?
Edit 2 - Or in other words, people are willing to spend 1400 crystals for a piece of raid gear with +10% potency but not 100 crystals for a mod with +15%?

I would personally take 5.88% with some secondary potency boosts else where. Wasting resources on low dot mods is not a smart idea. Once I get the 5 dot potency mod I need the old 5.88% health mod is still very useful on a different tank.
Here is my example would you rather have a rey with +17 speed or 5.88% offense? My rey doesn't have any speed primary mods. The other day in GW my rey OHKO a node 11 fully modded aalya. A 1 dot +17 speed wouldn't have done that even though the general consensus is speed is the best. Its not 100% cut and dry one way or another, but a team with random 5 dot would destroy a team with 6 well picked 1 dot mods.

yudoka is right. if you randomly assign high level mods you will be easily beaten by someone who has carefully selected the right low level mods.

having said that, most low level mods ARE garbage. just not speed and potency (and maybe critical chance/damage).

If you're talking about potency, there's no way a Teebo with +5.88 health and a secondary +3% potency is better than +15% potency. The "elsewhere" doesn't change, it just adds more towards that potency. More health on Teebo in a raid is 100% useless. You're either hitting that TM or you're not. And when you're squad is finally wiped, it wasn't that extra 1000 health that made the difference.
I'd also rather take +17 speed on Rey than 5.88% offense. If your Rey goes up against a squad with low ranking mods but specific to their needs and some of those mods include the speed mod that put them above your Rey, your Rey may not even get a chance to use that offense. +17 Speed would allow Dooku, GS, and Yoda to go before Rey. The speed boost from a 2* and 3* speed mod would allow even more characters to go first.
My droid team beats Rey teams majority of the time because I'm using the +17 speed mod over something else. With it, the speed set bonus, and a couple of secondary speed boosts puts my JE at 230 speed after all the bonuses. This allows JE to go before any Rey which then allows all my droids to go first. Without the +17, I'd be sitting at 213 which would allow some Rey's to act first instead. Which means Rey would then get first strike, possibly kill JE in one shot (the little is guy is very soft), and gain Foresight, preventing my droids from killing her before Han or something else started protecting her.
Majority of mods in the shop are not worth the cash. But a few, for some particular toons, are.

I fight an old Ben team with very specific mods most of them speed. His whole team goes before for me so I am ability blocked looking at STH taunting. I take 2 round of punishment then bet him because have more offense. His rey is +200 speed mine is 181. His rey will take away 1/2 to 2/3 of my rey protection with leverage, my rey will remove all protection and 10-20% health. His fast rey will do about as much damage in 2 turns as my rey does in 1 turn. I also chew through droid/Je with superior offense yet lower speed. All the droids attack and it's still 5v5.

Yeah, bad AI is bad. That's a different issue all together. When controlling the droids, Rey rarely even gets a single turn and obviously the same is true most of the time when it's Rey that's being control and the droids are on AI.
