They don’t expect you to keep moving mods around, they expect you to mod all your toons. I’d assume that’s why we don’t have tools for that.

Your correct, but honestly it's just not feasible even for significant spenders. You have to be a space kracken to be able to mod all your toons out reasonably. It would be one thing if mods had their own energy, or you could say farm a slot, but between needing cantina energy for the never ending supply of toons that get placed in the cantina, and the fact that speed arrows, CD & Protection triangles, and potency/offense/protection crosses have low drop rates, its a nightmare trying to mod every single character. Mod sets are completely needed. I know most of my guild more or less let our a group groan when DS TB was announced for this week, and MODS are the main reason.
