This game has never been balanced, it's how the devs try to keep arena interresting with an evolving meta. Adapt or lose.

if you use toons that can't be zeta'd and you're losing because of that, i suggest you change your team. It's as simple as that. Balance isn't going to happen.
i use rex, tfp boba, palp and shore.
Palp, shore, and boba are all tier 3 toons. They created zetas to balance older characters out against toons such as those. A lot of older characters got left in the dust though, which is the OPs point
What planet are you living on that Palp and boba are tier 3? Boba is easy top 5 toon in the game. Palp is t2 easily, fits in most squads, aoe stun, self heal, shock.
i think he meant 3rd generation if that's the term you prefer. they all got released (or reworked in boba's case) later on in the game.
atleast, it sounds more likely than what you think he meant.
