Palpatine event. Can I even unlock him?
So I'm trying to figure out where to focus my efforts based on the Palpatine event. I know I have no shot to get him starred up, but I'm trying to figure out if I'll even have a chance to unlock him ...

Is Hoth Rebel Scout worth getting for this? I can stop farming QGJ for awhile and go after him but if he's not worth it long term I won't waste my time.
