Palpatine event. Can I even unlock him?

So I'm trying to figure out where to focus my efforts based on the Palpatine event. I know I have no shot to get him starred up, but I'm trying to figure out if I'll even have a chance to unlock him ...

Rebel Scout is a great toon, I don't regret farming him even if I don't always use him.
