I'm absolutely Not saying no new ships - I'm saying if you just introduce Pirate ships without changing the fleets rewards system you will destroy a large chunk of F2P.
Fleets was a small area where F2P could compete with P2W IF they put a lot of focus in.
When Lev came in it took about 3-6 months for the Fleets F2P players to catch up which was not too long a time for dipped income.
If a Pirate fleet is introduced it would be at least 1-2 years for F2P players to catch up especially if they've tried to go for DS Clones and/or Vanguard for the Raid. In that time they would go way behind in other areas and their income would drop for too long for carrying on to be sustainable.
Your 1-2 year catchup timeline is based entirely on the idea that there will be no counter to the Pirates except mirror matches. That's silly. There are non-Levi counters to Levi.
Also, I'm FtP and it won't take me 1-2 years, I guarantee it. All you're doing is making up numbers out of fear and assuming worst case (pirates can only be beaten by pirates) when there's no reason to think a new Pirate fleet can't shake things up without being dominant.
Your entire post - and the previous one - is nothing but fear of change. When they put out an entire new fleet that has no counter and all the ships are only farmable in the same game mode (make it Fleet Battles, for worst case) THEN I will entertain the idea that FtP folks are at a sustained disadvantage that might need some remedy.
In the meantime, I don't see that happening. What would even be the rationale for Pirates to have stronger fleets than galaxy-spanning empires? I just don't see it. It could happen, but I'll need evidence.
In the meantime, what's with the crazy idea that even if they did all that they'd have to mess with payouts? A lifter ship for other fleets would get around your imagined problem and with far less mess than changing payout structures and the activities that produce rewards. You're not thinking things through. Even your worst case has far more than one solution, and changing payouts is the worst possible solution.
