This is a good point, but nothing was stated that this isn't going to happen. Not all the details have been worked out (or so they say).

There is also the yoda/palp style events they said would be mixed in which is for all players.

I think we have been seeing good "balance" on many fronts with new toons having counters. F2p will also get reworks. Once this system is in full swing we will be seeing toons being spread out while events are being launched, I think asking for it to be adjusted without seeing the full plan in operation is a bit premature.

Needed to add:

This system is not f2p vs p2p. Everyone will have these toons, p2p will have more use for them but that's about it. We have been seeing toons at 3-4* hold their own for a bit now and it's almost a non issue even in arena.
