Poe best mods

Hi,
I think that the best for him will be as many speed as posisbile don't you think ? When we facing in arena he must be first at all cost no matter what other stats are (of course potency also should be on good level). He don't need to have much protection but gear XI is desired.

In other places like raids and GW he must have much health and potency. Do you agree with me.
