you can only refresh it x amount of times (was the same with the executor event) the last couple of attempts with the executor was you were required to buy the packs twice in order to 7 star it once.. if you still have 5k crystals maybe they lowered the amount

All fleet mastery are the same, you can only refresh it 19 times.

This is WAI. You have to buy the packs if you want to 7* this month. Same as Exec.

I used XP's video on YouTube. Was pretty straightforward once I realized I had never actually upgraded Biggs' reinforcement to max so it would inflict Target Lock.

You can only refresh this bonus tier 18 or 19 times if I'm not wrong.

If you want 7 stars this month, you need to buy pacs, 1250 crystals each
