It's always been that way. I assume it's just a holdover from when Rancor was first introduced, since 99k is actually a significant chunk of health against him. They just copy-pasted the Fearsome Foe ability over without thinking about whether it still made sense to be immune to a 99k hit when the raid has 50+ million HP. Honestly, even against AAT that wouldn't be a dealbreaker.
