Razor Crest Shards

I'm currently working on a number of teams but the first S tier event I'm going to push towards the Executor. I noticed the Razor Crest is available in the Fleet Shipments store, but I've only seen the blueprint once in two weeks, and that includes refreshes. Is it simply RnG or is there anything else I can do to get the shards required?

    It's just RNG, it's currently in the store for me. Just make sure that you always have some currency available so you can get them when they pop up.
