Yes, and you can see what he offers once he is visble, so no need to guess.

All my scavengers offered the same g12 scraps or consumables. The gear scraps are helpful for sure but even if you spend all your currency in the scavengers you couldn’t buy out even one type of g12 gear let alone all of it. Maybe sector one should offer stun gun/cuffs level gear and the rest g12? Options never hurt people.

I completed sector 5 and there are no Razor Crest shards in any wandering scavenger there.

They only come in boxes I think.

Can you go back to visit a wandering Scavenger once you've gone past them, like re-doing battles?

Yes.

I haven't seen any shards available by the wandering scavenger yet

Luckily the new store using this currency has guns, cuffs, and carbantis available (pretty sure I saw cuffs, have definitely seen the other 2 cycle through) so you can buy those items even in between events. The options are definitely nice, there is even a large amount of the items needed to salvage for R8 materials available from the wandering scavengers, I think they struck a pretty nice balance myself

I have completed all sectors and I haven't seen Razor Crest shards on any scavenger store, maybe that's for the hard mode...
