Rediculous rng of fleet shipments

Yeah... I am farming Rex's ship... forever... and every time RNG tells me:

I've been farming slave 1 since day 1 of ships release, I've bought every blueprint every time it's shown up (yes I check all 3 refreshes every day) I'm still 8 blueprint's away from unlock...

This happened to me when I needed shards to finish umbaran star fighter so I could finish Akbar's capital ship challenge.
It also happened when I needed the last shards to promote GSpy so I could do tarkin's capital ship challenge.
Same thing happened when I was within 4 of Ashoka tano getting promoted. They vanish and never show up even after refreshing 2 or 3 times.

Happens to many of us repeatedly? Just a coincidence.

Food for thought:
If the drop rate for an item is 33.3%, then one out of three times you should get the final salvage you need for a craft (nr 50 or 20) in one single sim.

In my experience, it takes at least 80 energy to get the final salvage for a craft. Only once did I get the last one needed in under 3 sims, and I've crafted countless pieces.

Coincidence? I don't think so. Neither are the shipments.

I've been waiting on 3 Shards I need for Poes ship for 3 days now.
